My understanding is that tech developed in a university is eventually open to the public, so anyone could use these algorithms.

Of course they could, and will probably need to work with others too, but Apple has not shown much interest in using any other OS than their own, and without OS X (Intel) and iOS (ARM) there is no ecosystem to leverage.

Wait! I though nVidia claimed this victory with Audi back at CES in Jan 2015 (https://www.tttech.com/news-events/newsroom/details/audi-showcases-next-evolution-of-zfas-architecture-with-tttech-in-audi-prologue-piloted-driving-at-c/). Did something change? Infineon was not promoted much back then, but is a more realistic supplier.

A crowded highway is much less controlled than a crowded airway and there is surely the more flexible 3D path available to planes. Autonomous cars will still be constrained by the physics of the roads.
